Because of its white color, opaqueness, and ability to refract light, the ingredient is often used as a pigment, brightener, and opacifier, which is an ingredient that makes a formulation more opaque. Titanium dioxide is also a UV filter and so is an effective active ingredient in sunscreens. It’s often used in cosmetic loose and pressed powders, especially “mineral powder” cosmetics, in addition to other cosmetics, lotions, toothpaste, and soap.

It’s produced through the sulfate or chloride process, which both involve treating titanium ore with sulfuric or hydrochloric acid to produce titanium sulfate or titanium chloride. These materials are then further processed to remove impurities and produce titanium dioxide in its final form.

Matthew Wright, chair of the authority's working group on titanium dioxide, noted that the evidence for general toxic effects was not conclusive, but that the panel couldn't rule out genotoxicity entirely. There were also some current data limitations and the assessment could not establish a safe level for daily intake of the food additive, he stated.

This regulation entered into force on 7 February 2022. However, the Regulation included a six-month transitional period to allow food businesses time to phase out the use of this food additive and to reformulate their products using suitable alternatives. This period will end on 7 August 2022.
